The Alpha Luminelle appears on Tideblossom Coast at night. When you reach the marked spot on the map it may not be standing there like in the screenshot — if so, look up at the sky from that spot. A yellow shooting star moves across the sky, circles once and then falls onto the map location, where it turns into the boss. The video below shows the shooting star landing.
